Because they want to be as unaccountable as possible and keep on taking your money without giving you what you paid for?

The phone number at their office is outgoing only. Army Universe has absolutely no intention of actually talking to any unhappy customer. The employees of Army Universe are some of the most dishonest and intentionally indifferent I have ever come across. Check out the reviews on the NY BBB site. No one likes this company, and since they only do online sales, you have to email them at their Amazon.com connected email system.
