They say that they aren't trying to mislead anyone or trick people into a subscription. There is a base payment and then it goes to a second page where there's an option to sign up for a membership. The way the website looks is designed to trick you into signing up for the membership. It's orange, bright colors, and large text trick the eyes into signing up for the $19 per month. Click the grey button below the orange button and you will only be charged the $1.95. But my advise would be to not waste your time, you can find the exact same information on zillow.

Scam! Thought i was getting a free tax assessment on my property. Nope! Billed be 4 times. Will be putting a hold on these transactions. I should have called my city but it was after hours for this. All of this info is free from your local city assessment board.
