PayPal may require you, at your expense, to ship the item back to the seller, to PayPal or to a third party (which will be specified by PayPal) and to provide proof of delivery." WHAT THAT MEANS TO YOU IS "if the merchant makes a mistake and sends the wrong thing, the consumer is responsible for covering the costs of that mistake."
But wait! It gets worse. The merchant I purchased from posts a return policy specifying that the consumer is not responsible for return shipping when the wrong item was sent. I ordered a black shirt and received a white shirt. Despite the merchant's return policy, PayPal refuses to process a refund until I send the white shirt back AT MY EXPENSE.

Last straw: I cancelled a Fotor subscription 3 days before the draw date, mind you I cancelled it months before woth Fotor, but this was directly with PayPal. It shows fine as inactive, with accurate dates. 3 days later, I get a note from my old bank that they rejected the transaction...Then I get 3 more notices in 2 weeks. Finally, the find my new card and charge that. Mind you, they have documented proof on their site I cancelled DIRECTLY WITH PAYPAL. So, silly me, I dispute it. They credit it, then they reverse the credit because the merchant states they delivered goods...Um, it was a subscription that I used 1 time and paid 40 bucks for because it was awful...But again, I cancelled it ON PAYPAL...Oh, after the review, the date of cancelation magically vanished...But don't worry, I kept the emails...And if they steal this money from me, as I told them, I'll take it back from employees inlays they've never contemplated.
I had two fraudulent charges on my account and after repeatedly trying to address the issues via the app I had to call their "help center" only to be told that because I monitor my banking multiple times daily (due to past identity theft) and had to wait until a certain time of day to contact them that, the fraudulent charges made across country from me weren't fraudulent and they're doing nothing. Even though two more fraudulent charges tried to process after they were aware of what was going on. Another from the person that already defrauded me. Oh, but they're so sorry for the inconvenience and our hard-earned money being taken from our account.
Paypal do not refer you to an adviser with problems, instead get a robot bod, that keeps repeating itself.
Also been waiting ages for a refund for something that I cancelled. Eg no item have been received or returned, however, it is taking a long time and it seems like, it is not the shop or the bank problem. So where is the problem?

Terrible company with useless service
Terrible company with useless service. They have such convoluted policies that even their customer service is not able to clarify what it means. I made a payment to a customer and the customer asked me to cancel the transaction as the shipping address was incorrect. Paypal put the transaction on hold and said that it is under review. This is even after calling their support team. Can you imagine that? They told me that it was under review for 24 hours. But they could not tell me why it was under review.
Keep in mind that I am the payer and I called to cancel and they are reviewing me?. No wonder their share price is struggling and dropped from $350 to $60. Clearly in the dumps. A terrible company and must be avoided at all costs. Use Venmo, Stripe, and Square or the bank directly to pay.
So I called about me having something in my shopping cart, but never order it. Yet 2 days later it went through as a order and they won't refund me. Said because it looks like I did from the iP address. This was crazy and the 2nd time I've experienced nonsense with PayPal. Won't be 3rd I assure you.

Absolute nightmare organisation. Withdrew from Financial Ombudsman auspices. Acts entirely in their own interests. Insecure uncooperative, impossible to communicate with. Avoid at all cost. You are simply introducing another level of insecurity into any transactions you make.
I have proof of how Paypal won't help you if you are scammed! This is a serious problem! People with thief identity offering services are tricking people into sending money as friend, if you fall into doing that PAYPAL will DO NOTHING! They allowed this scammers to keep going instead of saying, "Ok we can't give you the money but we will freeze the account of this person," or "We are going to follow up about this email," NOTHING!

Despite reaching out to PayPal's customer service in the UK, US, and Tunisia, the resolution process has been far from satisfactory.
I received conflicting information about the security of my account. Initially, I was assured that my funds were safe and that the issue would be resolved promptly. However, in a recent communication, I was informed that my account was never compromised. This inconsistency has left me frustrated and concerned about the handling of my case.
Moreover, my attempts to follow up via email have gone unanswered, leaving me without updates on the status of the refund process. The lack of clear communication and resolution has been disappointing, especially considering the urgency of the matter.
I urge PayPal to improve its customer service responsiveness and provide consistent information to users facing security issues. As a long-time user, I expected a more efficient and reliable response during this challenging time.

They have sided with the buyer though they themselves admitted on here that they got their service and even tried to pay me a second time. THERE IS NO EXCUSE FOR THIS! I WILL NOT---WILL NOT---Pay the "outstanding balance"! You are asking me to pay $18 FEE TO THE CUSTOMER TO WHOM I HAVE ALREADY SERVED! And who has now screwed me out of that payment! Seriously? And this is the second time this has happened to me on PayPal--This is not a safe place for me to do business! I need them to remove the "outstanding balance" because it is wholly UNJUST, or I will simply never use PayPal again. With Cashapp, and other ways to pay, PayPal is not preferred by many of my customers anyway! But this is *******@cked up.
Avoid! My business was setup with Paypal. The experience was horrific. On one occasion, a customer purchased a product, received what they had requested, but then initiated a chargeback through their bank. We sent Paypal all the evidence that this was a fraudulent attempt on the customer's part. Paypal just accepted the chargeback without fighting for us. More recently, a customer asked for a refund. We processed it. For reasons that were never explained, Paypal sent the customer the refund, but didn't withdraw the funds from our bank account. Instead, Paypal put us into a negative balance, and subsequently sent us to collections. However, they never sent us any notification that we had a negative balance. They never sent us any notification that we were in collections. The collections agency itself, which is run by Paypal, never even reached out to us. Paypal did, however, constantly send us spam emails offering loans and marketing services. We only discovered we were in collections after being unable to log in. At that point we had stopped using Paypal so weren't logging in regularly. When we called Paypal to figure out why they hadn't just deducted the funds from our bank account, they had no answer and no apology. They just directed us to their own internal collections agency. We've always been in good standing with every one of our other payment processors, have had no problems with these other payment processors, and we run a successful business. At the end of the day, Paypal just cost us money and time with their incompetence. Not worth it.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.
